Dear Sir

Finding Mr G. Gordon & many other persons in charge of properties yeilding [sic] to the demands of the Labourers it is useless, I consider to hold out any longer & therefore send forwd by this opportunity a Scale of Wages which Mr Hawes can propose to the people upon Cin. Hill & Cornwall & take the names of those who may agree to it, & when I come down, I will confirm it by taking their signatures, & Serving Notices upon those who do not. I have not been successful at the Retreat although I am sure you will say, my offer to them has been very liberal. I returned last Night. Nothing scarsely doing to Windward altho large wages is offered generally & I hear in Hanover & Westd the same obstinacy prevails– It will take some weeks yet before matters settle down[–]

This prevailing dry Weather is doing much injury on the Sea Side Estates. I hope to see you soon.
