Sir

In conformity with the intention which I expressed in my last communication, I beg leave to hand you a Note upon the 2½ PCt Annuities, [1] shewing that on account of the State of the Market, it neither would be practicable nor judicious at the present moment to employ them in any new Loan.

If I may be permitted to solicit your opinion as to the correctness of my views in this paper, I should consider any observations you might think proper to make upon them, as a mark of condescension on your part which would have its merited place in the recollection of
