Sir,

I take the liberty of forwarding herewith a Copy of the No of a small work on Finances which I am writing, wherein the Income tax is considered, requesting your kind acceptance of the same & directing attention to that subject.

Although I have suggested three rates of imposition of this tax, it has only been done suggestively as a basis, by which in my humble opinion it might be rates satisfactorily settled, subject of course to such modifications as circumstances in justice require.
